Tokyo Biker

Hi
I'll be visiting the Tokyo area around mid-June (start of the crappy weather period). In the event that I get lucky and the sun shines upon me,
1) can I rent a bike in the area?
2) what would I need, license-wise? I have a CA motorcycle lic. Is that enough?
